Cadastral map (revenue block)
The survey map of one revenue block, showing every plot with its plot number and boundaries. Hill plots are small and irregular and a block runs across several sheets, so a holding near a sheet edge comes out cut, which is why these are the sheets people join.
Ask the Land Revenue & Disaster Management Department's office for your district, quoting the sub-division, revenue block and plot numbers from the Parcha Khatiyan. Collect every sheet your plots fall on, not just the first.
Khatiyan and Parcha Khatiyan
The Khatiyan is the record of rights for a revenue block: each holder, the Khatiyan number, and the plots in the holding with their area. The Parcha Khatiyan is the holder's copy of that entry. It says who holds the land in the revenue record; it does not draw it.
Held by the district's land revenue office. Use the block name and plot numbers on it for every map request, so the sheets match the record. Check the department's current online services for what is published.
Mutation
The change to the Khatiyan that records a transfer by inheritance, gift, partition or sale. Until it is made, the record still names the previous holder, so an out-of-date Parcha is the usual reason the record and a deed disagree.
Applied for at the district or sub-divisional land revenue office. Check the current entry with the office before relying on an older Parcha for a transaction.
Old laws and Revenue Order No. 1
The first thing to establish about any plot. Sikkim's old laws on land are protected by Article 371F of the Constitution, and Revenue Order No. 1 restricts the transfer of land held by Bhutia and Lepcha people to others. They govern which transactions are possible at all.
What is permitted on a specific plot, and who may acquire it, is a question for the land revenue office and an advocate. Establish it before commissioning a valuation or a survey, not after.
