The Rin Pustika is the holder's land passbook, carrying the holding's details and any loan charged against it, and it is what a co-operative or a bank asks to see. Diversion is the separate permission that changes recorded use away from agricultural, which is what any construction on farm land needs.
How to get it: The Rin Pustika is issued through the tehsil. Diversion is applied for at the tehsil and sanctioned by the Revenue Officer. Land held by a member of a Scheduled Tribe in a Fifth Schedule area carries transfer restrictions under the Land Revenue Code, so check the position on the specific parcel before either.
