How to read a Mizoram Land Settlement Certificate (LSC)

LSC, Periodic Patta, passes and leases: what each Mizoram land document gives you, what to check on an LSC, and why the name transfer matters before a purchase.

Mizoram's land documents are allotments by the state, recorded by the Land Revenue and Settlement Department under the Mizoram (Land Revenue) Act, 2013. They are not all equal. The first thing to read on any of them is what kind of document it is, because that decides what rights it gives.

The documents and what each one gives

Land Settlement Certificate (LSC)
A permanent holding: heritable and transferable. One certificate covers one plot.
Land lease
Land allotted for a specific tenure and purpose, such as a plantation. The lessee holds under the lease, not as owner.
Periodic Patta
Agricultural land allotted for a set period on conditions. Rights last only for that period and cannot be transferred or inherited beyond it.
Pass
An allotment such as a house site pass or garden pass, recognised in the state's land law but not the same as an LSC.

What to check on an LSC

  • The LSC number and the village: every request to the department is keyed on them.
  • The holder's name, checked against the department's current record, not only the paper.
  • The area and the sketch: the plot's shape, its measurements and any neighbours or features marked.
  • The purpose the land was settled for, where stated.

Name transfer

When a plot is sold, gifted or inherited, the holder's name on the LSC is changed by a name transfer at the district land revenue office. Until it is made, the department's record still names the previous holder. Before a purchase, confirm with the office that the seller is the holder on record.

Customary law and the councils

Article 371G keeps Mizo customary law and the ownership and transfer of land within the state's own control. In the south, the Chakma, Lai and Mara Autonomous District Councils administer land in their own areas under the Sixth Schedule, so a plot there is dealt with by the council.

💡 Rules on converting a Periodic Patta or pass to an LSC, and on who may acquire land, are set by the state and can change. What applies to a specific plot is a question for the district land revenue office and an advocate.

From the certificate to the map

An LSC describes one plot. What a family's land looks like as a whole, and whether two certificates agree about a shared boundary, comes from joining their sketches on one canvas.

Frequently asked questions

What is the difference between an LSC and a Periodic Patta?+

An LSC is a permanent, heritable and transferable holding. A Periodic Patta allots agricultural land for a set period on conditions, and its rights cannot be transferred or inherited beyond that period.

Can a Periodic Patta be converted into an LSC?+

Whether and how that can happen is set by the department's rules. Ask the district land revenue office what your plot would need.

Why does the department's record show the old holder after a sale?+

Because the name transfer has not been made yet. Until it is, the record names the previous holder.
