How to read a Uttar Pradesh Khatauni
What the Khatauni records, how it differs from the Khasra, why it carries a Fasli year, and the entry that decides whether land can be sold.
The Khatauni is Uttar Pradesh's record of rights: for a revenue village, who holds which Khata, which Gata numbers it covers, and how much area. It is revised periodically rather than continuously, which is why the copy in your hand has a Fasli year on it and why that year matters.
Khatauni or Khasra?
- Khatauni
- Organised by holding. One Khata, the person or people who hold it, and the Gata numbers under it. This is the record of rights.
- Khasra
- Organised by plot. Each Gata with its area, soil class and what was grown on it, season by season. This is the ground-level detail behind the Khatauni entry.
The Fasli year
UP revenue records are dated in Fasli years, which run from July rather than January. A Khatauni will tell you which Fasli it belongs to, and that is how you know how current it is. Two copies of the same holding from different Fasli years can legitimately differ, and the difference is often exactly what a buyer is trying to establish.
The entry that decides whether it can be sold
Under UP's tenancy law the principal class of holder is Bhumidhar, and it comes in two forms: with transferable rights and with non-transferable rights. Which one the Khatauni records governs whether the holding can be sold at all. Land can look perfectly ordinary on the page and still be untransferable, so this is worth reading before the area or the boundary.
Gram Sabha land next door
Ponds, pasture, paths and common ground are vested in the village community and recorded separately, and they are not ordinarily transferable to a private holder. If your parcel adjoins any of it, knowing exactly where the boundary runs stops being academic, which is a map question, not a Khatauni one.
That is the Khatauni's limit generally: it names Gata numbers and gives areas, and draws nothing. The Bhu-Naksha sheets show the boundaries, a holding across several Gatas spans several of them, and joined along their shared edges they become the single map the record implies.
